CAMS & PUMC Initiates Tenure Track System to Bring in Talents


 On October 18, 2018, the tenure track system meeting was held in the lecture hall on the 8th floor of the new teaching and research building to introduce and explain CAMS & PUMC’s reform of professional titles. Present at the meeting were the members of the leadership team including Chen Wang, Guoqin Li, Longshan Yao, Zhongwei Zheng, Yunfeng Wang, Qin Zhang, Xue Zhang and Shuyang Zhang, and heads of relevant functional departments of CAMS & PUMC’s organ, as well as members of leadership teams and heads of personnel, research, and education departments from relevant hospitals and institutes in Beijing and Tianjin.




President Chen Wang delivered a mobilization speech. He pointed out that, in addition to conventional professional titles concerning research, clinical practice, and teaching, CAMS & PUMC will set up the Tenure Track System covering two series of professional titles concerning medical practice, teaching, and research series as well as teaching and research series. It will optimize the team size and structure through the series-based management system for talents teams, innovate mechanisms such as training, introducing, evaluation and appointments, and motivation and guarantee to develop a talents system and development environment with Chinese characteristics and international competitiveness, so as to provide a solid talents guarantee for the development of core bases and world-class CAMS & PUMC.


President Wang stressed that CAMS & PUMC must realize the Tenure Track System. The appointment of tenure-track professors is the result of PUMC’s medical education reform in the new century and new cycle of sixty years, which will help to inherit PUMC’s fine tradition of “honoring their commitment to the country” and adhere to the academic belief that “teaching is professors’ first academic responsibility.” We need to advance PUMC’s medical education along a standardized and innovative way to provide a broad space for the development of all kinds of talents in CAMS & PUMC.




Wang emphasized that the tenure track system concerns the overall development of CAMS & PUMC, and the formulation and implementation of the plan require the concerted efforts of CAMS&PUMC and hospitals and institutes. All units are required to clarify their thinking and identify the situation. We should draw on the advanced experience of relevant domestic universities, focus on the frontier of international medical sciences and technologies, set up the national anthem thinking, get rid of laziness, take active performance of duties as the inevitable requirement, and make up our mind to do something in the important historic node of the development of PUMC.  We should learn from the successful experience at home and abroad and strike a balance between innovation and academic freedom and between the overall planning of CAMS & PUMC and its initiative in light of the actual situation to implement the management of “new methods for newcomers and old methods for experienced people” and push forward with the implementation in batches. First, all hospitals and institutes need to attach great importance to the situation and unify their ideas. They should understand the importance and necessity of the reform to regard the Tenure Track System reform as the top priority of the current work. Second, we need to hold discussions and widely communicate with front-line personnel to feedback their opinions to CAMS & PUMC timely. Third, we should do a good job in making relevant arrangements as soon as possible. Under the overall framework of CAMS & PUMC, we will formulate relevant rules, cooperate with CAMS & PUMC to do relevant work, and lay a good foundation for recruiting talents for its next stage.


Jianwei Wang, Director of the Department of Research Administration, explained the Tenure Track System and relevant appointment plan from five aspects, namely, reform background, reform goal, guiding principles, reform measures, and work plan.




Party Secretary Guoqin Li presided over the meeting and made requirements, hoping that the leaderships of hospitals and institutes and all staff members of departments would deeply understand the necessity and importance of the reform, observe the overall situation of core base and the development and reform of CAMS & PUMC, further unify their ideas and jointly plan a new development pattern for CAMS & PUMC. Second, we should fully communicate and pay close attention to implementation. With vast undertakings and a more open mind, we should do a good job in organizing the work, starting implementing detailed rules as soon as possible, and advancing the reform in a solid way. Third, we should do a good job in publicity and explanation, stimulate the enthusiasm and initiative of front-line personnel to join the reform, and ensure the steady progress of the reform.


The meeting adopted the form of video conference. Leaders of Skin Disease Hospital, Institute of Blood Transfusion, and Institute of Biomedical Engineering, as well as heads of relevant departments attended the meeting via video conference.
